The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Significant resources is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from across the border, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a aerial vehicle close by, part of a defensive team – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, no doubt, continue.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until circumstances change in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
